(1) Per-seat phone system: the main pricing page lists EUR (Lite 19, Starter 25, Essential 29, Expert 49 per user/mo billed annually); CloudTalk's AI pages quote a USD base starting at $19/user/mo (NA & LATAM) or $25/user/mo (Worldwide). USD seat figures here mirror the EUR numbers and are approximate, not an auto-conversion. Our full take

CloudTalk is a cloud call-centre platform first and an AI-agent platform second. That order matters, because it is the opposite of most vendors in this directory. Vapi, Retell and Synthflow were built as AI-agent products from day one. CloudTalk started as software that gives a sales or support team a proper phone system, call queues, dialers, recordings, CRM links, and it has bolted AI voice agents on as a recent add-on. So if you come here expecting an AI-first builder, recalibrate. The AI is a layer on a contact-centre product, and you buy it that way.

Here is how the money actually works, because there are two separate costs and the page can blur them.

Layer one is the seat. The phone system is priced per user per month. CloudTalk’s main pricing page lists this in euros: Lite at EUR 19, Starter at EUR 25, Essential at EUR 29 and Expert at EUR 49 per user per month when you pay annually (the monthly rates are higher, EUR 27 to 69). On its AI pages CloudTalk quotes the base in dollars, starting at $19 per user per month in North America and Latin America, or $25 worldwide. The dollar seat figures on this page mirror the euro numbers and are approximate, not a live conversion. Each plan bundles some calling, for example unlimited US and Canada calls on Lite, 500 domestic EU/UK minutes on Starter, and adds dialers and analytics as you climb. Expert needs a minimum of three users.

Layer two is the AI voice agent, sold as a per-minute bundle on top of a seat plan. This is where the real comparison number lives. CloudTalk packages AI minutes like this:

  • AI Receptionist, for 24/7 inbound answering and routing: $99 for 200 minutes (so about $0.50 a minute), scaling to $99 for 500, $199 for 1,000, and $299 for 2,500 minutes (down to roughly $0.12 a minute at the bigger bundle). First 50 minutes are free in month one.
  • AI Specialist, for end-to-end inbound and outbound work across support, sales, billing and operations: $349 for 1,000 minutes (about $0.35 a minute), up to $1,249 for 5,000 minutes (about $0.25 a minute).
  • Custom, from $0.15 a minute once you are above 10,000 minutes a month.

So the published AI-agent cost runs roughly $0.15 to $0.50 a minute depending on how big a bundle you commit to. That is the band on this page. Two things to keep honest about it. First, the seat subscription sits underneath and is not included in that per-minute figure, so a small team running AI minutes pays both. Second, CloudTalk bundles the listening, thinking and speaking parts (speech-to-text, the language model, text-to-speech) into the AI minute and does not itemise them, which is why this page shows the cost as one platform figure plus a little telephony rather than the component-by-component breakdown you will see on a developer-first vendor like Telnyx. You trade visibility for a simpler bill.

What the AI agent actually does is squarely contact-centre work. CloudTalk’s own description: it qualifies leads by reading caller intent before routing, books and reschedules appointments against a calendar, answers routine support questions, makes outbound payment-reminder and follow-up calls, and hands off to a human when it hits its limit. It advertises 60+ languages and connects to the CRMs a sales or support team already runs, HubSpot, Salesforce, Pipedrive, Zoho, plus helpdesks like Zendesk, Intercom and Freshdesk, and Google Calendar for booking. If your use case is “answer the inbound queue and qualify the lead,” that is the lane this is built for.

On compliance, CloudTalk is one of the better-documented vendors here. Its security page states SOC 2 Type 2 and ISO/IEC 27001, GDPR, HIPAA and PCI-DSS, and participation in the EU-US Data Privacy Framework. We mark SOC 2 Type 2, GDPR and HIPAA true on the strength of that page. We have not seen the BAA wording itself, so if you are in healthcare, ask for the HIPAA business-associate agreement in writing before you rely on it.

One genuine limit worth flagging: CloudTalk does not position itself as a bring-your-own-carrier SIP platform the way Telnyx does, so the calling and the AI minutes are CloudTalk’s managed stack rather than something you wire to your own phone-number supplier. For a team that wants an out-of-the-box call centre that is a feature, not a flaw. For a developer who wants to own the telephony, it is a reason to look elsewhere.

My read: CloudTalk earns its place if you want a real cloud call centre with strong CRM integrations and you treat the AI voice agent as an add-on to that. It is not the pick if you want an AI-first, code-level builder or a single all-in per-minute price with no seat fee underneath. The value question is whether the per-seat plus per-minute structure beats a pure usage vendor at your volume, and that depends on how many agents you seat versus how many AI minutes you run.
